Rita Dienes is a strategic transatlantic data privacy, AI governance, and EU regulatory compliance counsel advising multinational businesses on EU data protection, digital governance, and regulatory strategy at the EU-US interface. Her practice addresses a specific and growing business need: helping US companies with AI-enabled products access the EU market without triggering regulatory exposure under the GDPR and the EU AI Act, and helping EU businesses navigate US market entry. She advises clients on the regulatory classification and risk assessment of their AI systems, the compliance of their data processing architecture and automated decision-making components, documentation requirements, and product design choices that determine regulatory exposure before they become enforcement problems. She provides both targeted regulatory mapping and ongoing compliance counsel as client products evolve and EU regulatory frameworks continue to develop — with the goal of making EU market access more predictable and cost-efficient for her clients.

With six years embedded inside EU institutions in Brussels during the negotiation, adoption, and implementation of the GDPR, Rita brings firsthand expertise in the institutional dynamics, enforcement posture, and political context that shape EU data protection and AI compliance for international clients. Her Brussels experience includes direct involvement in the legal analysis of compliance failures and breach determinations, and the legislative processes shaping Europe’s digital governance landscape.

Her practice centers on advising technology-driven businesses on AI governance frameworks, data protection impact assessments, cross-border data transfer mechanisms, and regulatory risk management under EU law. She brings strategic transatlantic insight to client problems at the intersection of EU-US technology law and regulatory enforcement, including reputational risk management and advocacy in sensitive policy contexts.

At Holon Law Partners, Rita advises US businesses navigating EU regulatory requirements and market entry, and European businesses and investors operating in or expanding into the US market. She works collaboratively with Holon’s transactional, corporate, and emerging technology practice groups to provide integrated legal counsel at the EU-US regulatory interface.
