Aaron Glaser Counsel

Aaron Glaser is an accomplished regulatory and government affairs attorney with a career spanning the U.S. Department of the Treasury’s Alcohol and Tobacco Tax and Trade Bureau (TTB) and the private sector. Aaron collaborates with clients to deliver strategic, business-focused solutions that adhere to complex and evolving regulatory frameworks governing the manufacture, distribution, and marketing of alcohol, tobacco, hemp, cannabis, psychedelics, and other emerging CPG products and commodities. He creates comprehensive solutions that result in fast-paced growth.

Before joining Holon Law Partners, Aaron worked with Keller and Heckman LLP, supporting clients in contract negotiations, Federal and State licensing, and Federal investigations and litigation. During nearly eight years at TTB, Aaron advised senior leadership and cross-functional teams on legislation, regulations, policies, and enforcement actions affecting the labeling, taxation, sale, and importation of alcohol, tobacco, and cannabis.

Aaron leverages his government experience to help executives and industry leaders advance innovation and drive creative solutions to issues affecting highly-regulated products and emerging industries. This work includes drafting and negotiating sophisticated commercial manufacturer and retailer agreements, correcting compliance deficiencies in permit applications for manufacturing and distributing alcohol beverages, and advising clients on marketing, formulation, labeling, and enforcement risks related to hemp, nicotine, and cannabis products. Aaron has been instrumental in helping clients significantly increase revenue through creative compliance strategies, securing TTB and FDA approvals, finalizing corporate mergers and acquisitions, and resolving government investigations. Across these roles, Aaron is recognized for his exceptional analytical rigor, and his ability to translate complex statutory and scientific issues into practical guidance. He has played a key role in drafting policies for national and global corporations that protect intellectual property, and ensure that the manufacture and distribution of alcohol, nicotine, and hemp comply with Federal and State laws.

Aaron has received awards from the TTB and the U.S. Department of Transportation, and his writing has appeared in publications such as Food Safety Magazine. Before practicing law, he was a legislative director, supporting members of the Baltimore City Council and the Maryland General Assembly in enacting policies and programs that met constituent needs. He continued to use this government affairs experience as the Director of Legislative Affairs to the MD & DC Credit Union Association, a position in which he lobbied Members of Congress to enact financial policies that allowed non-profit credit unions to increase revenue and better serve communities.
